You could use them on a private property but not in public. It would attract the wrong attention. We don't really need that

I used to make batches of smoke bombs from KNO3 (and other things), also in different colours hehe.
As fun as they are to set off in the middle of nowhere, its not safe to do so in any public area where there are people. Even at any war, they're not safe;
1. Because someone might get affected by the smoke (its a chemical reaction after all)
2. Someone will call the police and report it
3. Nerf wars are all for fun, home made bombs aren't supposed to be welcome.

KN03 smoke bombs are awesome but are a big nono in public.
Inhaling KN03 isn't the best thing either and if you use the wrong colouring they can be lethal.
But they are pretty fun for use with friends.
