I use vinyl dye for a primer but i have used a glossy paint that goes over the finished product to make it shiny.

Yeah, and sand it down, get every shiny bit off. Then wash it, this gets rid off all the leftover shreds of plastic, then prime it (Black in your case) then add the stripes.
